ATM News Network: Indian pesticide manufacturing industry is suffering due to an arbitrary and liberal registration policy granting registration for the import of technical-grade pesticides. Therefore, the Pesticide Manufacturers and Formulators Association of India (PMFAI) has requested the Ministry of Agriculture and Farmers Welfare and the Ministry of Chemicals and Fertilizers to restrict the import of technical-grade pesticides.
According to a statement by the Pesticide Manufacturers and Formulators Association of India, despite the country having adequate and adequate production capacity, the policy of granting liberal registrations for imports is causing losses to Indian industries, particularly for imports of certain pesticides, even though India has adequate domestic production capacity.
President of the Association Pradeep Dave has written a letter to the Secretaries of both the concerned Ministries, Ministry of Agriculture Manoj Ahuja and Ministry of Chemicals and Fertilizers Arun Bakora to restrict the import of technical grade pesticides.
Mr Dave, in a written statement sent to the ministries, noted that there is a lack of policy support for the domestic production of key technology products. Manufactured products have a favourable import policy. A liberal import registration regime is in place by granting registration to traders and importers to import technical-grade pesticides. Technical-grade products are imported from cheap and substandard sources. Regulatory authorities are following MNCs, which set policies that are not applicable in the context of India.
Mr Dave further mentioned that the registration process should be improved to encourage local production of technical-grade pesticides. The Ministry of Chemicals and Fertilizers as well as the Ministry of Agriculture and Farmers Welfare should formulate policies through CIBs and RCs to deny registration for imports where there is sufficient production capacity.
The Department of Chemicals and Petrochemicals has already notified a list of 28 chemical items. For which there is sufficient local capacity and local competition. The list includes several technical-grade products such as chlorpyrifos, DDVP, monocrotophos, fenvalerate, cypermethrin, lambda cyhalothrin and glyphosate.
Through this dialogue, the government has admitted that there is sufficient production capacity, but still, technical-grade products like chlorpyrifos are imported from China in large quantities under the TI v/sTIM category. These imports not only affect the local production of technical grade products in India but also the industries that manufacture essential raw materials and chemicals, he said.
