Concluded favourable conversation with Minister of State for Agriculture and Agriculture Secretary
ATM News Network: A delegation led by National President of All India Agro Input Dealers Association, New Delhi, Manmohan Kalantri met Union Minister of State for Agriculture Kailash Chowdhary and Agriculture Secretary Manoj Ahuja at their office and discussed about the problems faced by agricultural input traders of the country.
The agro dealers’ delegation pointed out and requested that the gazette notification of 12 weeks crash course for the agriculture input dealers should be extended for 1 year at the earliest. On which the minister immediately took cognizance and directed Secretary Agriculture Ahuja to meet this delegation and solve their problems immediately.
In the meeting with the secretary Ahuja it was agreed to extend the duration of 12 weeks certificate course deadline for pesticide traders by one more year, to take action against the producer company in case of failure of samples of fertilizers, seeds and pesticides, to transfer the license to his successor after the death of the seller, to add PC and illegal collection of Rs 7,500 in the name of renewal, informed the AIDA president Kalantri.
At the time AIDA President Manmohan Kalatri Jaipur MP Ramcharan Bohra, Jaipur MLA Mohanlal Gupta, Sanjay Raghuwanshi, Manmohan Sarawagi, Vinod Jain, Purushottam Khandelwal and other were present in this meeting.
AIDA’s Demands
1. The deadline to complete the 12-week certificate course for pesticide traders has ended on 31 December 2022 and more than one and a half lakh traders of the country are yet to complete this course. It is requested to extend this period till 31 December 2023.
2. If the samples of fertilizers, seeds and insecticides fail, the entire business of the concerned trader is banned, while the fault lies with the manufacturer, so if the sample fails, action should be taken against the manufacturer and the seller will be nominated as a witness.
3. Death of the seller due to any reason affects his business but there is no provision for transfer of license to his successor. Therefore, a provision should be made in the Fertilizer Seeds and Pesticides Act to transfer the license to the successor directly.
4. Different rules even after having a central act in many states of the country. There should be only one system to guide the authorities needed.
5. The renewal period of the license has been abolished in the Insecticide Act 1968 and the licenses have become lifelong, even after that renewal and amendment are being done in many districts of the country and fees of 7,500 are being collected illegally. Provide immediate closure order.
6. The system in pesticide and the system of adding O form to the fertilizer license should be given a legal form by the company to submit it online to the Agriculture Department so that it can be carried forward as a paperless system.
7 In the past, when the Fertilizer Control Order and Seeds Act were implemented, there was a shortage of food grains and fertilizers in the country, so it was kept under the purview of the Essential Commodities Act. The business of seeds should be taken out of the Essential Commodities Act.
